Joelle is a member of the Global Regulatory Enforcement Group in the Washington, D.C. office. Joelle's practice primarily involves assisting clients with a variety of issues related to federal and state contracts and grants, including the interpretation and applicability of Federal Acquisition Regulation provisions and clauses, administrative and record-keeping requirements for contractors and grantees, and procurement and funding processes and procedures. Joelle has represented large and small-business clients in bid protest actions before the Government Accountability Office, the U.S. Court of Federal Claims, the District of Columbia Contract Appeals Board, and other adjudicating bodies. She has also assisted in internal investigations related to government contract compliance and procurement integrity.

In addition, Joelle advises domestic and international clients on U.S. export controls, trade sanctions, and economic embargoes enforced by the U.S. Department of Commerce, the U.S. Department of State, and the U.S. Department of the Treasury. Her experience in this area includes participation in export compliance investigations and the implementation of corrective action, as well as the provision of day-to-day compliance advice, including transaction-specific analyses, materials to support licensing and registration under the International Traffic in Arms Regulations and the Export Administration Regulations, and regulatory information and updates.

Joelle also provides support to trade associations on a variety of matters.

Finally, demonstrating the broad range of legal advice offered by Reed Smith's Global Regulatory Enforcement Group, Joelle has assisted clients in complying with U.S. campaign finance and lobbying laws, preparing for and responding to False Claims Act investigations and prosecution, and requesting the review of Department of Commerce antidumping duty regulations.
