Lou has been active in the area of environmental law since 1975. His practice includes both litigation and environmental counseling and due diligence, including brownfields development. He has extensive litigation experience in permitting and compliance/enforcement proceedings and has represented clients in civil enforcement and criminal investigation proceedings in New York, Ohio, Louisiana, Georgia, Missouri, West Virginia, Tennessee, Florida, Illinois, North Carolina, and Pennsylvania.
Lou also devotes a significant part of his practice to counseling clients on compliance, corrective action and permitting questions involving air, water, residual/hazardous waste, PCBs, underground storage tanks, wetlands, and Marcellus Shale matters. He regularly provides environmental due diligence assistance for clients, including lending institutions, and has been involved in conducting environmental due diligence in transactions encompassing the transfer of industrial and commercial property in more than 40 states, the European Union, Canada, Mexico and the Pacific Rim. Lou has extensive experience assisting a diverse mix of clients, including colleges, economic development agencies, private developers, charitable foundations, and commercial and industrial companies, in remediating brownfield sites under Pennsylvania's "Act 2" Program. He has also represented and advised clients on state voluntary clean-up programs, transfer acts, and disclosure obligations throughout the continental United States.
