Matt Thomas, a partner in our Washington DC office, has 20 years of maritime and international trade experience, and strong relationships with government officials, trade associations, and the local legal and lobbying community. Matt’s practice encompasses regulatory law, lobbying and administrative litigation, acting for clients, including shipowners, cargo interests, offshore energy, P&I clubs, ports and shipyards. A former FMC official, Matt has represented leading carriers, terminals and logistics providers in regulatory matters there. During his government tenure, he was responsible for the FMC’s relations with foreign shipping regulators and multilateral bodies, such as the EU, WTO and OECD, providing insight and contacts in trade diplomatic circles.
Since joining Reed Smith in 2009, Matt has been in demand for his expertise in the field of trade sanctions, representing and advising owners, shipyards, global energy companies, a leading flag state, and the Middle East’s largest vessel agent in issues as sensitive as piracy, supply of Libyan rebels and the opening of Cuba’s offshore oil fields. Matt is the long-time regulatory counsel for the country’s largest marine terminal operating company, as well as a leading offshore services firm, which capped the Gulf oil spill. In addition to his maritime and trade expertise, Matt served as federal lobbyist for Monterey County, California from 2007-09, leading successful lobbying efforts for funding of County programs, advising the County legislature and local governments on federal affairs, and managing relations with congressional offices.
