Eugene is a member of the Life Sciences Health Industry Group, practicing in the area of health care regulatory law. He currently serves as a member of Reed Smith’s Executive Committee and Senior US Partner in London. Eugene's practice concentrates on Medicare and Medicaid payment and coverage issues, health care acquisitions and due diligence, and various licensing and regulatory matters, including counseling and investigations under federal and state fraud and abuse laws.
Eugene provides advice and counseling on structuring business transactions in light of federal and state fraud and abuse laws and other regulatory requirements. He also assists clients subject to investigation by state and federal authorities and the defense of Federal False Claims Act cases and other government enforcement actions. He advises clients in conducting internal reviews to determine compliance with Medicare and Medicaid billing standards and has assisted a wide variety of clients in developing corporate compliance programs.
Clients include pharmaceutical and medical device manufacturers, wholesale drug distributors, retail pharmacy chains, specialty pharmacy providers, pharmacy benefits managers, and hospitals and other institutional providers.
