Ryan is a partner in Reed Smith’s Philadelphia office and practices exclusively management-side labor and employment law in both the public and private sector.  He has represented numerous clients in the context of grievance and interest arbitration hearings; labor injunctions, collective bargaining, state and federal administrative agency charges and employment-related litigation, and local agency hearings. 

Ryan frequently lectures and has been published on a wide variety of labor and employment law topics, including the National Labor Relations Act, the Policemen and Firemen Collective Bargaining Act (Act 111), the Police Pension Fund Act (Act 600), the Public Employee Relations Act (Act 195), the Police Tenure Act, Civil Service under the Borough Code and First Class Township Code, the Local Agency Law, as well as other areas of law relating to personnel administration, human resources practices and municipal affairs.

  • Co-author of The Model Hiring Manual for Pennsylvania Municipalities, published in 2003 by the Pennsylvania Department of Community and Economic Development, Governor’s Center for Local Government Services
  • Contributing editor for The Developing Labor Law, a national treatise on federal labor law
