Debra is a member of the Life Sciences Health Industry Group, practicing in the area of health care regulatory law. Drawing upon her more than 20 years of experience in health care policy, including five years of Congressional staff experience, Debra tracks federal and state health care legislative and regulatory developments for our clients, and prepares periodic customized reports covering legislation and regulations affecting their business. In addition, Debra assists clients in developing and implementing Medicare coding, coverage, and reimbursement strategies, including preparing coding applications for new health care technologies and services. Debra also drafts comment letters for our clients in response to regulatory proposals impacting the Medicare program. Moreover, Debra prepares testimony for Congressional hearings, drafts and analyzes legislation and amendments, and prepares advocacy documents. Debra also has been assisting our clients in analyzing and participating in the new Medicare competitive bidding program for durable medical equipment, prosthetics, orthotics, and supplies.
In addition to writing articles and analyses regarding major legislative and regulatory activities, Debra is the editor of Reed Smith's "Health Industry Washington Watch" blog, which includes brief reports on legislative and regulatory developments affecting such areas as Medicare and Medicaid reimbursement, new benefits such as Medicare prescription drug coverage, and fraud and abuse developments.
