Steve is a trial attorney and business counselor with particular emphasis on antitrust and trade regulation matters.  He possesses extensive and successful trial experience in antitrust, class action and trade secrets, and has been retained by clients as national, regional and local counsel for significant exposure litigation.

Steve’s antitrust and trade regulation practice includes litigation and counseling in such areas as price fixing cartels, market allocation, distribution, shipping, and mergers.  He has represented both defendants and plaintiffs in civil antitrust cases; and defendants in federal investigations.  In addition, he has represented clients in connection with the Antitrust Division’s Corporate Leniency Program.

Steve has also represented clients before the U.S. Consumer Product Safety Commission for more than fifteen years, with significant involvement in many of the issues arising under the recently enacted Consumer Product Safety Improvement Act of 2008 ("CPSIA").  He has represented manufacturers, importers, distributors and retailers before the Commission, as well as consortia of manufacturers on industry wide issues.  He has been very active with the National Association of Manufacturers CPSC Council in advocating issues of general application across industries before the commission.

Steve chairs the Pro Bono Committee of Reed Smith’s Washington office and is a member of the firmwide Pro Bono Committee.  In addition, Steve led the team that successfully litigated a public accommodation lawsuit that won an award from the Washington Lawyers’ Committee for Civil Rights and Urban Affairs.

Representative Matters

  • Defended Parkdale, Inc., in a price fixing class action in Charlotte

  • Represented Parkdale, Inc. as a plaintiff in a price fixing class action, which was successfully settled for $107 million in Charlotte

  • Defended multiple defendants in In Re Trash Antitrust Litigation in Brooklyn, New York

  • Counseled multiple pharmaceutical companies on pricing and distribution issues

  • Represented client in litigation against statutory jursidiction of the Consumer Product Safety Commission

Steve is a youth hockey coach and plays adult hockey with his sons. He lives in Washington, D.C. with his wife, Jane LaBarbera, and their children, Philip, Sarah and Andrew.
