Todd is a partner and a member of the firm’s Environmental team within the Global Regulatory Enforcement Group.  He is also a member of the Energy team.  His practice focuses on environmental matters, including litigation, regulatory counseling, and support of numerous corporate and real estate transactions.  He regularly represents clients before federal and state agencies on a variety of hazardous waste, water, air and NEPA/CEQA issues.  Admitted to the bars in California, Washington and Illinois, he has prosecuted and/or defended civil and administrative actions before federal and state tribunals.  He currently represents multi-party defendant groups in complex groundwater toxic tort and Superfund cost recovery actions.

Todd also advises on certain international environmental issues such as climate change, REACH, RoHS and WEEE issues, ISO 14000, Basel Convention and matters involving certain Pacific Rim jurisdictions.  He is counsel to the Board of Directors for the Pacific Basin Consortium for Environmental and Health Studies at the East-West Center.

He is currently active in several trade associations that monitor both federal and state legislation and regulatory developments.  Todd has co-authored and contributed to several books focused on international environmental issues, and is a frequent speaker on a variety of environmental subjects.
