      <title>New OSHA Hazard Communication Standard Requires Re-labeling Employee Training and Other Steps</title>
      <description>Chemical manufacturers, distributors and employers of all types need to take note of new Occupational Safety and Health Administration (OSHA) requirements contained in OSHA’s recently modified hazard communication standard (HCS). The modifications make the new HCS consistent with the United Nations Globally Harmonized System of Classification and Labeling of Chemicals (GHS). The United States now joins the EU and numerous other countries in making this move. 
Note that currently 27 states or U.S. territories have OSHA-approved plans. These states have six months from the publication of the new standard to adopt comparable versions. State governments may also enact federally approved plans that impose stricter (but not less strict) requirements on employers. Businesses must be aware of any such state rules and adjust their programs accordingly. 
The new HCS changes many things for manufactures and distributors of hazardous chemicals, and fewer things for other employers who merely use hazardous chemicals in the workplace. A "hazardous chemical" is "any chemical which is classified as a physical hazard or a health hazard, a simple asphyxiant, combustible dust, pyrophoric gas, or hazard not otherwise classified." In addition to making minor changes to familiar terminology – for example, "Material Safety Data Sheets" will now be known as "Safety Data Sheets" (SDS) – the new HCS contains a number of broad-ranging substantive changes. 
The schedule for compliance with the new HCS is staggered, as further described below, with December 1, 2013, being a notable deadline for employee training and chemical container re-labeling. </description>

      <description>In a move that was expected for weeks, the New York City Council on May 8, 2013 finally passed—by an overwhelming majority—a bill requiring city employers to provide employees with five days of annual paid sick leave, effective (for most employers) April 1, 2014. The 45–3 vote essentially ensures that the anticipated veto from Mayor Michael Bloomberg will be overridden.       <title>Conditional Veto of New Jersey Social Networking Privacy Law – Poising the Bill to Pass in a More ‘Employer Friendly’ Form</title>
      <description>Evidently reacting to a number of valid concerns regarding the legislature’s proposed Social Networking Privacy law (A-2878), New Jersey Governor Chris Christie issued a conditional veto of the legislation May 6, 2013. His conditional veto aims to strike language from the bill that many criticized would make New Jersey’s legislation the harshest in the country and would risk an increase of frivolous lawsuits against private employers. The revised bill – in the form approved by the Governor – is intended to better balance employee and job candidate privacy concerns with the legitimate business interests of employers.</description>

      <title>New York City Council Continues Expansion of Employee Rights, is Poised to Enact Paid Sick Leave Legislation</title>
      <description>Beginning in slightly less than one year, New York City is expected to join San Francisco, Portland, and Seattle in requiring its employers to provide employees with paid sick leave. The New York Council has reached an agreement with area labor organizations that will provide both full-time and part-time employees with up to five days of annual paid sick leave. 
Effective April 1, 2014, employers with at least 20 employees will be required to provide five paid sick days – rather than the nine initially proposed by the Council – to all individuals who have been in the company’s employ for at least four months. The proposed legislation will then expand in October 2015 to employers with between 15 and 20 employees. Those employers who do not meet the minimum employee threshold will not escape unscathed: they will instead be required to provide employees with five days of unpaid sick leave annually. </description>
