Andrew is a member of Reed Smith's Global Regulatory Enforcement Group.  His practice can be described as having three aspects.  First, Andrew represents corporations in civil fraud litigation, with a focus on health care providers and other government contractors being sued under the civil False Claims Act.  This representation often involves Reed Smith’s substantive experience in the health care and government procurement regulatory schemes, and effectively combines the firm’s litigation and regulatory experience to provide first-rate representation of corporations being sued by the government or qui tam relators.  Andrew has prepared a great deal of materials and articles on the False Claims Act, and has vast experience not only with litigation under the Act, but with the legislative and policy aspects of the False Claims Act and other fraud statutes as well.

Second, Andrew represents corporations and individuals in connection with criminal investigations and prosecutions by the Department of Justice and other federal and state entities.  He has represented defendants and targets in a number of subject areas, including Medicare and Medicaid fraud, campaign finance, economic espionage, computer crimes and Independent Counsel investigations.  Andrew’s experience has reached all levels of criminal practice and procedure, including pre-indictment negotiation, pretrial and post-trial motions practice, trial, and sentencing negotiation and litigation under the Federal Sentencing Guidelines.

Third, Andrew serves as outside general counsel for several small and mid-size emerging corporations.  He provides general legal advice and facilitates representation of the clients by the appropriate Reed Smith departments, providing these clients with tools to grow to the next level of their business.

Andrew is also a member of the Social and Digital Media Task Force.  He co-authored the Government Contracts & Investigations chapter of the Social Media White Paper entitled "A Legal Guide to the Commercial Risks and Rewards of the Social Media Phenomenon."

Andrew is very active in Northern Virginia and national politics. He is a sustaining member of the Fairfax County and Mount Vernon Democratic Committees, and served on the National Finance Committee for Senator John Edwards’ 2004 Presidential campaign. He was the 2006 Democratic Nominee for the U.S. House of Representatives in the 11th District of Virginia.
