Tom is a member of the Life Sciences Health Industry Group, practicing in the area of health care regulatory law and has specialized in health care for more than 30 years.  His experience includes litigation and counseling clients on business relationships, corporate restructuring, bankruptcy reorganizations and government investigations.  He also served as an elected at-large member of the firm’s Executive Committee.

He has personally handled or supervised the presentation of numerous health law-related cases before the United States Supreme Court, various Circuit Courts of Appeal, District Courts, the Court of Claims, various state courts, and federal and state administrative agencies.  Tom has represented clients before the Department of Health and Human Services (HHS), the Office of Inspector General (OIG), the Department of Justice (DOJ), and state agencies.  His experience also includes serving as special counsel to the United States House of Representatives “Ethics Committee” in investigations of two of its members.

Tom is regularly retained as counsel to conduct internal investigations for public and private health care providers, directors, lenders, investors and other parties on False Claims Act liabilities, qui tam law suits, and other federal health care program regulatory and enforcement actions, and to advise clients on litigation strategies, disclosure obligations, compliance initiatives, and structuring government settlements.
