Tom focuses his practice on representing companies and individuals, particularly within the healthcare sector, involved in criminal and other government investigations and related civil litigation, including matters under the Foreign Corrupt Practices Act (FCPA), the False Claims Act, the federal Food Drug and Cosmetic Act and the Anti-Kickback statute.

Outside the healthcare industry, he has represented companies and individuals in domestic and international government investigations involving antitrust, securities fraud, political corruption, tax fraud, environmental violations and economic espionage.  He also has extensive experience conducting international and domestic internal investigations and frequently counsels companies on compliance and voluntary disclosure issues related to the FCPA and health care compliance.

Tom is recognized as a leading lawyer for white collar litigation and government investigations by Chambers USA, America’s Leading Lawyers for Business. He is also listed in The International Who’s Who of Business Crime Defense, as one of approximately 500 internationally recommended lawyers for defense of white collar government enforcement and investigations.

Tom formerly served as an Assistant U.S. Attorney in the Criminal Division of the U.S. Attorney’s Office in Philadelphia for eight years where he received the Department of Justice Director’s Award for Superior Service, as well as numerous commendations from federal law enforcement agencies, including the FBI and the U.S. Postal Inspection Service.  He has tried approximately 20 jury trials, including several complex multi-month trials, and has handled numerous appeals, including arguments in the U.S. Court of Appeals for the Third Circuit and the Delaware Supreme Court.

He is a frequent lecturer on topics such as the FCPA, white collar crime and conducting internal investigations.
