Bart has a systems engineering background and experience in privacy and information security matters that spans the modern history of the practice area. He provides advice concerning a wide range of matters within his field, including privacy and cybersecurity program development, technology transactions including enterprise cloud computing and other IT services agreements, policies and procedures, information security preparedness, and data breach response. Bart regularly supports clients as to compliance with privacy and data protections regulations on a national and/or international scale, including with respect to recent laws such as the California Consumer Privacy Act (CCPA) and the EU General Data Protection Regulation (GDPR).
Bart regularly works and speaks on privacy and security matters for the energy, transportation, financial services, construction, and other infrastructure sectors. Bart holds a J.D. from the University of Texas and a B.S.E. from Princeton University in Civil Engineering & Operations Research with a Certificate in Engineering and Management Systems.
Bart is admitted to practice law in Texas, New York and California, and before the U.S. Patent & Trademark Office. He has appeared in federal and state courts across the country, including in precedent-setting online copyright and privacy matters.
Bart is a Fellow of the Texas Bar Foundation. He is also a Certified Information Privacy Professional/US, and serves on the Certifications Advisory Board of the International Association of Privacy Professionals. Bart has served as a visiting fellow of the Center for Information Technology at Princeton University, and he is currently an adjunct professor, teaching Privacy: Personal Data Under US and EU Law at the University of Texas School of Law.
