Debra is the former co-chair of Reed Smith’s Global Regulatory Enforcement Group. She began her practice at Reed Smith in 1987, following completion of her federal appellate clerkship. Debra has focused her civil litigation practice in the area of antitrust. Her litigation and counseling experience include principal responsibility for matters before federal and state trial and appellate courts, as well as before federal and state antitrust enforcement authorities.
Chosen "Lawyer of the Year" for Antitrust Litigation in 2014 and 2016 by Best Lawyers in America and ranked in Chambers USA 2015 in the area of "Antitrust-Pennsylvania," Debra has a client base including major financial institutions, investment advisors and primary manufacturing industries, such as steel, pharmaceuticals and industrial safety products. She also frequently advises health insurers, hospitals and medical device manufacturers.
Although Debra's practice includes complex litigation involving wide-ranging claims, her particular focus is the representation of clients in competition and antitrust matters, including complex class actions. She represents clients facing investigation by the Justice Department, Federal Trade Commission and state Attorneys General, including international cartel investigations. Debra also counsels clients on pricing, sales and distribution issues. She frequently assists clients in the preparation and implementation of compliance policies and related training. Debra also provides antitrust advice to companies undergoing mergers, acquisitions and joint ventures, including federal and state regulatory proceedings.
