Garrison focuses his practice on the intersection of health care regulatory and privacy laws and regulations. He has particular experience analyzing regulatory and data privacy compliance with respect to data protection laws (including, among others, HIPAA, the California Consumer Privacy Act as amended by the California Privacy Rights Act, the Colorado Consumer Privacy Act, and the Washington My Health My Data Act).
Garrison also counsels clients on implementing and maintaining privacy and security programs, which includes drafting policies and procedures, performing privacy and risk assessments, and assisting with each stage of incident response.
Garrison is also experienced in supporting technology, health care and life sciences clients with regulatory due diligence in the transactional context. He has served in the lead associate role on these deals, guiding management calls, identifying regulatory issues in due diligence, and drafting due diligence memoranda. He also has experience drafting and negotiating documents, including software licensing agreements, AI services agreements, data protection agreements, cloud services licensing agreements, operating agreements, professional service agreements, telemedicine services agreements, and business associate agreements.
Prior to joining Reed Smith, Garrison was an associate at another major law firm and a judicial law clerk for the Honorable Michael F. Urbanski, Chief Judge for the U.S. District Court for the Western District of Virginia.
