Tom has practiced law for 40 years, and he helped create Reed Smith LLP’s Construction & Engineering Team.   Tom has extensive experience with complex litigation, large construction projects, public-private partnerships, and public procurement.  He is on the American Arbitration Association’s panel of arbitrators for construction disputes and has been recognized for his skills in construction law and litigation by various publications such as Chambers, Legal Elite, Super Lawyers, Martindale (where he has been rated AV for nearly 30 years), and the like.
