Todd specializes in appellate litigation and most recently served as the first Solicitor General for the District of Columbia. He led teams that filed hundreds of briefs and presented hundreds of oral arguments in the U.S. Court of Appeals for the D.C. Circuit and the D.C. Court of Appeals. These cases involved diverse areas of the law, and included high-profile matters of national importance. President Barack Obama nominated Todd for the D.C. Court of Appeals in 2014.
