Jonathan began his career with the Office of the Comptroller of the Currency (OCC), where he served as Senior Attorney for more than twelve years. His responsibilities included drafting national bank regulations and interpretations, developing major banking legislation, preparing Congressional testimony, and evaluating the effectiveness of the comprehensive national bank regulatory framework. Jonathan also participated on numerous joint task forces, representing the OCC alongside officials from the Federal Reserve Board, the FDIC and other financial supervisory agencies.
Throughout his career, Jonathan has counseled banks, thrifts, mortgage bankers and other financial services companies, as well as their directors and officers, on the full range of banking issues. Centering his practice on interaction with federal and state bank regulatory agencies, Jonathan maps strategies for offering innovative products and services, prepares charter and license applications, facilitates establishment of branches, subsidiaries, holding companies and affiliates, manages mergers and acquisitions, and develops financial compliance programs.
Foremost among the laws on which Jonathan advises his clients are the National Bank Act, Federal Reserve Act, Federal Deposit Insurance Act, Home Owners’ Loan Act, Bank Holding Company Act, Bank Secrecy Act (including the USA Patriot Act), Gramm-Leach-Bliley Act (including Title V Privacy), Consumer Credit Protection Act, and Dodd-Frank Act, as well as their implementing regulations and state law counterparts.
Jonathan is the author of numerous banking articles, The Dodd-Frank Bank Regulation Updater service, and several books, including The Guide to National Banking Law, published by McGraw-Hill. A regular speaker at banking and professional organization events, he also has been a visiting lecturer at the University of Pennsylvania.
