Kathleen focuses her practice on education law, including the representation of school boards in special education matters such as issues relating to eligibility, placement, IEP and due process hearings. She is involved in many administrative hearings and in litigation regarding special education matters in Virginia, and has provided representation and training in other states. Kathleen has handled many OCR investigations with respect to discrimination based on race or disability. She lectures extensively on a national basis on special education issues and has also published on this subject.
