Bree advises on energy and infrastructure projects with a focus on emerging markets. She has particular expertise in international tendering, contracting strategies and risk allocation, and advises on the full suite of project documentation including procurement contracts (EPC/construction, supply and services agreements), concession and offtake agreements, fuel supply agreements (including LNG, coal and biomass) and consortium agreements/JVAs.
Currently based in Singapore, Bree has lived and worked across the Asia region as well as the Middle East and Australia. She acts for sponsors, governments, lenders, contractors and suppliers and understands the drivers and constraints of all parties on international infrastructure projects. She was previously seconded as acting Head of Legal East Asia for a rail group and works efficiently alongside in-house legal and commercial teams. In this role Bree advised on the company’s bids, consortium arrangements, construction and supply contracts, and related disputes, on rail projects (including PPPs) in Australia, Singapore, Indonesia, Thailand, Vietnam, the Philippines, Taiwan, Hong Kong and South Korea.
Bree advises across asset class including on power (conventional and renewables), oil & gas, water & waste, transport projects and on commercial property developments. She recently advised a project sponsor on its procurement strategy for an upstream liquids project in South East Asia and a bidder consortium on its tender for the 300MW Sakaka solar PV project in Saudi Arabia. On a pro bono basis, Bree leads a work stream for the Solar Energy Standardisation Initiative (SESI) spearheaded by the Terrawatt Initiative and the International Renewable Energy Agency (IRENA). As part of a multi-law firm and industry team, Bree is working with TWI and IRENA to develop a standardized suite of documents to de-risk and decrease project and transaction costs to accelerate the development of solar PV projects globally.
Bree has received a number of prestigious accolades. In 2019 she was shortlisted by Asia Legal Business Southeast Asia Law Awards as Woman Lawyer of the Year, and ranked by IFLR1000 for project development. In 2018 she was ranked by Asia Legal Business as one of the most outstanding legal professionals in the region who are under the age of 40, and also shortlisted by Euromoney Asia Women in Business Legal Awards as Best in Energy and Natural Resources for two years running.
