Devin is a counsel in the firm's Appellate Group working out of the firm’s Pittsburgh office. His practice encompasses a range of substantive areas, including the False Claims Act, the healthcare industry, regulatory matters, and other areas of both state and federal law. He has assisted in matters before the Supreme Court of the United States, as well as state and federal appellate courts across the country. In addition to his appellate practice, Devin regularly works with trial counsel to assist with briefing complex legal issues in dispositive motions and other matters.
Prior to joining Reed Smith, Devin practiced at a boutique firm with an emphasis on federal white-collar criminal defense and government investigations. Prior to that he clerked for Judge D. Michael Fisher on the U.S. Court of Appeals for the Third Circuit, and Judge Joy Flowers Conti on the U.S. District Court for the Western District of Pennsylvania.
Devin has developed an extensive pro bono practice. He has represented indigent individuals seeking deferral from removal in immigration proceedings, and in criminal post-conviction proceedings. Devin has also represented individuals and organizations as amicus curiae in the Supreme Court of the United States, the U.S. Court of Appeals for the Ninth Circuit, and the Pennsylvania Supreme Court.
Devin serves on the Allegheny County Bar Association’s Federal Court Section Counsel, where he has served as the chair and co-chair of the annual Third Circuit Review CLE program.
