During his time at the U.S. Chamber, Gibboni represented the business community before state attorneys general around the country. He comes to the firm with a keen understanding of how the entities that oversee and regulate businesses at the state and federal levels operate. This perspective is informed by his work on Capitol Hill, engagement with key federal agencies, and execution of advocacy campaigns in numerous state capitols.
Gibboni is a trusted advisor to corporate legal and government affairs departments on enforcement issues, municipal litigation, public nuisance, lawsuit advertising, and state and federal liability protections. He also has worked with companies, policymakers, and regulators on various liability issues related to antitrust enforcement, data privacy and information security, environmental and climate concerns, and health care regulation. In addition to his substantive legal experience Gibboni is skilled in developing strategic communications and public relations plans to help companies in the midst of litigation and investigations.
“As state attorneys general move more aggressively into investigating businesses across a broad swath of industries, Roger’s experience and success in providing actionable advice on how to navigate the process and the personalities will be a valuable resource for our team and clients,” said Washington, D.C.-based partner Divonne Smoyer, head of Reed Smith’s State AG Team. “Roger brings a strong record of collaboration with state attorneys general, which is a hallmark of our practice. I enjoyed working with Roger when he was with the U.S. Chamber and look forward to working with him as a colleague.”
Prior to joining the U.S. Chamber, Gibboni worked at the Law & Economics Center and served as a law clerk to U.S. Senator Pat Toomey of Pennsylvania. He also clerked for the Fraud Section of the U.S. Department of Justice, Criminal Division, where he assisted FCPA prosecutions.
"Roger will make a great addition to Reed Smith. He’s a smart lawyer who will surely help the firm’s clients establish meaningful solutions in an ever-changing world of constant legal, regulatory, and enforcement challenges" said Harold Kim, president of the U.S. Chamber Institute for Legal Reform.
“I am going to utilize my legal and advocacy skills to help Reed Smith’s clients navigate the complex issues that regularly arise at the nexus of federal and state laws and policy,” said Gibboni. “I am particularly eager to work with Divonne, who is a top practitioner in the state attorneys general space, and to build upon the firm’s legal reform capabilities. I also look forward to collaborating with other teams within the firm on litigation and regulatory matters, and offering my experience in building coalitions within the business community to help effectuate positive outcomes for clients.”
Reed Smith’s State AG Team works closely with the firm’s data privacy, class action, health care, and antitrust and competition lawyers across its global platform. The team’s lawyers regularly collaborate to represent clients in civil investigations by state AGs from coast to coast, as well as federal enforcement agencies.
“We are pleased to have Roger join our State AG Team,” said A. Scott Bolden, managing partner of Reed Smith’s Washington, D.C. office. “His background at the U.S. Chamber Institute will be an asset to our office and to our clients.”
