Eli is an associate in the Washington and London offices of Reed Smith. Eli maintains an international trade practice focused on U.S. national security laws, including export controls and sanctions, as well as the Foreign Corrupt Practices Act (FCPA). Eli provides counsel to U.S. and international companies in compliance with the sanctions and export programs promulgated by the Office of Foreign Assets Control (OFAC), the Export Administration Regulation (EAR) and the International Traffic in Arms Regulations (ITAR). Eli also advises clients on foreign investment matters before the Committee on Foreign Investment in the United States (CFIUS).
Eli's clients operate in a wide variety of sectors, including aerospace and defense, energy, financial services and banking, higher education, insurance, manufacturing, non-profit, pharmaceutical, and shipping. With his clients, Eli conducts internal investigations, compliance assessments, merger and acquisition due diligence reviews; prepares industry specific compliance programs; and develops licensing strategies for commercial transactions in sanctioned countries. Eli prepares disclosures and responses to inquiries related to violations of OFAC sanctions, the EAR, and the ITAR, and works with his clients to resolve both administrative and criminal enforcement actions.
Prior to joining Reed Smith, Eli worked at the National Association of Attorneys General and the Office of Inspector General at both the General Services Administration and the Securities Exchange Commission. He also worked in the Commercial Division of the Office of the Attorney General for the District of Columbia.
