Francisco has served as both arbitrator and party representative in ad hoc and administered disputes before international (including the ICC, ICDR, LCIA, and SCC) as well as regional administrating bodies (AAA, BCC, CANACO, and LCC). Francisco likewise advises on investment treaty-arbitration. He has counseled clients on the application of interim and injunctive measures, cross-border enforcement of judgments and awards, as well as in obtaining evidence for use in both domestic and international proceedings.

Francisco regularly serves as managing counsel to companies with assets, controversies, or interests domestically and throughout Latin America. He also supports clients on investigations, monitoring, and compliance matters.

Francisco is a frequent speaker and writer regarding cross border, international, and disputes topics including co-authoring The Guide to Arbitration in Latin America’s chapter on International Commercial Arbitration in Mexico published by the Global Arbitration Review/Latin Lawyer.

Francisco is Co-Chairing the International Law Secction of the American Bar Association’s 2024 Americas Conference: The Future of Energy Across the Americas.

Francisco is an adjunct professor at the University of Houston Law Center, teaching the course International Risk Management in Energy Projects, and has guest lectured at various law schools and legal centers. He serves as Houston Co-Chair of the Firm’s Diversity Committee and has overseen and participated in tens of pro bono asylum cases through the Human Rights Initiative (“HRI”).
