Contact tracing apps: A referendum on Big Tech?

Just last week, Norway's health authority has had to delete all data gathered via its Covid-19 contact-tracing app and suspend its further use. Yesterday, The Guardian reported that the UK app might not be ready until winter. As countries all over the world struggle with roll-outs of contact-tracing apps, in our recent piece for the EU Reporter, we look at why the exercise might amount to an experiment in direct democracy. 

Governments reportedly need 60% of the population to download their apps for these to work effectively, an ominous number when it comes to turnout. In the European elections, such turnout was last achieved in 1979.
