Frank is a State and Local Tax associate in Reed Smith’s San Francisco office. His practice is focused on representing multistate corporations across a diverse range of industries, including technology, logistics, retail, manufacturing, and financial services. Frank provides comprehensive counsel and advocacy in state and local tax controversy matters, guiding clients through complex disputes before California courts and state tax agencies. Frank’s experience encompasses all stages of the tax controversy process, from audit defense and administrative appeals to settlement negotiations and litigation.
Frank began his career in state tax at a Big 4 accounting firm, focusing primarily on state income tax consulting and controversy matters. Prior to joining Reed Smith, Frank represented individuals, businesses and accounting firms in multi-state and federal income tax matters at another law firm.
Prior to attending law school, Frank gained hands-on experience supporting both commercial and residential real estate developers in Miami and Los Angeles. During law school, Frank served as a teaching assistant for the Real Estate Law course at the UCLA Anderson School of Business and participated in the Tax Policy and Public Finance Colloquium at the UCLA School of Law. In the summer of 2018, Frank received an Equal Justice Fellowship Award for his work in the Homelessness Prevention Law Project with Public Counsel in Los Angeles.
