WASHINGTON, D.C. (JUNE 27, 2016) – Reed Smith LLP today announced the addition of Holly Roth as a partner in the firm’s Global Regulatory Enforcement Group in Washington, D.C. Roth was most recently a partner at Kelley, Drye & Warren, where she was the co-chair of the Government Contracts Practice Group. The addition of Roth in Washington, D.C. follows closely on that of Gerry Stegmaier, who joined the firm’s Intellectual Property, Information and Innovation (iCubed) Group last week.

Roth focuses her practice on a wide range of counseling and litigation relating to federal, state, and local government procurement matters, as well as federal assistance agreements and grants. She advises clients on compliance programs, protests, claims, disputes, Office of Inspector General audit and investigation responses, and proposed suspensions and debarments. She also advises clients on regulations that govern civilian and Department of Defense agencies’ acquisition of technology, both commercial and developmental, and the application of the Bayh-Dole Act. She has extensive experience with commercial (including GSA and VA Federal Supply Schedules), developmental and Brooks Act (architect and engineering) contracts with the federal government and prime contractors, and has advised clients on litigation involving foreign military sales. The range of her experience includes firm fixed-price, time and material, and cost-plus type contracts, as well as the full range of government contract M&A issues, including due diligence to evaluate and mitigate the risk associated with acquiring a government contractor, and review and assessment of the potential target's compliance program. She advises clients on the scope of representations required in stock and asset purchase agreements, CFIUS filings, and the applicability of novation agreements.

Roth earned her J.D., cum laude, from American University’s Washington College of Law; her M.B.A. from University of Illinois; and her B.A. from Scripps College. In 2014, Roth was recognized as a “Client Service All-Star” by BTI Consulting and is currently ranked nationally as a leading practitioner in Government Contracts by Chambers USA.
