Phillip is a senior associate in the Energy and Natural Resources (ENR) Group where he focuses his practice on environmental litigation, energy project development, and California’s greenhouse gas reduction programs. He has litigated issues concerning cost-recovery for environmental clean-up, coastal land use and transfers, and landfill regulations and oversight. Phillip has also provided advice and analysis on environmental review and regulatory oversight of solar energy projects. In addition, he litigates and advises on land use, zoning, and property rights issues. He has also published articles on California’s carbon market and the state’s cap-and-trade program.
