Saba is a partner in the State Tax Group in San Francisco. Saba’s practice focuses on representing multistate corporations in state and local tax controversy matters before California state tax agencies. Saba represents clients in a wide range of industries in connection with state tax return positions, audits, administrative appeals, and litigation.
Saba represents clients in all phases of the administrative process, including audit, protest, and administrative appeals, as well as in litigation. In addition, Saba has extensive experience in resolving cases favorably via negotiated settlements, closing agreements, and rulings, based on his clients’ needs.
Saba is also active in the California tax community, serving as the former chair for both the State and Local Tax Sections of the California Lawyers Association and the California Office of Tax Appeals Pro Bono Project. He is the current vice-chair of the California Lawyers Association’s Executive Committee for the Taxation Section and serves as an adjunct professor at the University of California, Davis School of Law. Saba is a frequent speaker and author on state and local tax matters.
Prior to joining Reed Smith, Saba worked with Deloitte’s multistate tax practice, the California State Board of Equalization, and law firms in San Francisco.
