The English Devolution and Community Empowerment Act 2026 was enacted on 29 April. As we have previously reported, the Act includes provisions banning upwards only rent reviews in leases of commercial properties. Regulations are required for those provisions to take effect. There is no certainty yet as to when those regulations will be made, although there has been some suggestion that the provisions will be effective in 2027, possibly 2028.
