Dimitris is a partner in the Global Corporate Group in Athens and a trusted adviser to clients investing in and shaping the Greek and Southeast European (SEE) energy markets. Widely regarded as a pioneer of energy law in Greece, he was among the first lawyers to focus on this area and has been involved in a number of landmark and first-of-their-kind projects that helped develop the modern Greek energy market.

With more than 25 years’ experience, Dimitris advises energy companies, financial investors, lenders, and international sponsors on significant domestic and cross-border transactions in renewables, power and gas, energy infrastructure, and clean technologies. His work includes M&A, joint ventures, project financing, privatisations, and long-term strategic partnerships.

Dimitris regularly assists foreign investors and multinational energy groups seeking to enter or expand in Greece and the wider SEE region, guiding them through due diligence, regulatory approvals, investment frameworks, and transaction execution across multiple jurisdictions. His earlier experience at the European Parliament and the European Commission, together with his work at leading law firms in Athens, gives him a strong grounding in EU policy and regulatory developments affecting the sector.

He read law at the National & Kapodistrian University of Athens (LL.B.) and holds an LL.M. from the Vrije Universiteit Brussel (Free University of Brussels). Dimitris qualified as a lawyer in 1995 and is registered with the Athens Bar Association.

He is actively involved in the energy community, including through his memberships in the Greek Energy Lawyers Association, the Hellenic Wind Energy Association (ELETAEN), and the Hellenic Association of Photovoltaic Companies (HELAPCO), and frequently participates as a speaker in energy conferences in Greece and abroad.

Dimitris is consistently recognised as one of the leading energy lawyers in Greece by major legal directories (Chambers and Partners, The Legal 500, IFLR1000, and Lexology).

Representative matters

Advised an international renewable energy company on the successful sale of its Greek subsidiary owning a 200 MWp solar PV project, a 100 MW standalone battery energy storage project, and a 50 MW green hydrogen production project, all under development and co-located in central Greece.

Advised a global utility scale solar and battery storage project developer on various issues relating to the JV arrangements with its local partner, a Greek renewable power project developer, for the development of a 1.2 GW battery energy storage projects portfolio.

Acted for an international construction company and its co-developers on the successful sale of a 225 MWp portfolio of solar PV projects, built and ready for grid connection, to a listed EU renewable energy company. The advice also covered the renegotiation of key project agreements, including EPC, O&M, and asset management contracts, as part of the sale process.

Advised a Greek wind power producer on its successful negotiations with a major Greek industrial customer for the signing of a long-term (wind) corporate power purchase agreement with physical delivery of electricity.

Advised PPC Renewables, the renewables arm of Public Power Corporation – Greece’s largest power utility – on the €341.4 million financing of a 550 MWp single-site solar PV project under development in the Ptolemaida region of northwestern Greece. The financing was provided by Eurobank and Piraeus Bank, two leading Greek commercial banks, together with funds from the Recovery and Resilience Facility (RRF).

Acted for Hive Energy, an international renewable energy company, on the successful sale of a 267 MWp solar PV projects portfolio under development in central Greece to Juwi Group. Advice also included the preparation of a detailed VDD report and support on numerous issues relating to the licensing, grid connection, and securing of land rights for such portfolio.

Advised PPC Renewables on the successful acquisition of a 164 MW wind projects portfolio from Intrakat, a major Greek construction group, as well as on the setting up of a joint venture with Intrakat for the joint development, construction, and commercial operation of a 1.6 GW renewable energy and energy storage projects portfolio. Advice also extended to the review of certain development services agreements and construction agreements.

Acted for National Bank of Greece, a leading Greek commercial bank, on the €436 million financing for the construction of an 840 MW gas-fired power plant under development in Alexandroupolis, northern Greece.

Advised HelleniQ Renewables, the renewables subsidiary of HelleniQ Energy group (formerly known as Hellenic Petroleum), on the acquisition of a 211 MWp solar PV project under development in Romania from Mytilineos Group. The advice also covered the review and negotiation of several key project agreements, including EPC, O&M, and PPA contracts.

Acted for a Greek energy major on its successful negotiations with the Greek subsidiary of an international telecom company for the signing of a long-term (solar) corporate power purchase agreement.

Advised an international renewable energy developer on the financing of a 106 MWp solar PV projects portfolio under development in various locations across the Larissa and Kilkis regions, Greece, from a major Greek commercial bank.

Acted for an international construction company on the successful sale of a 700 MWp solar PV project under development in central Greece to Lightsource bp.

Advised PPC Renewables within the framework of its successful participation in a tender process for the acquisition of a renewable energy assets portfolio, comprising approximately 46 MW of operating wind projects and a 2 MWp operating solar PV project. Advice also extended to the review and renegotiation of several key project agreements.

Advised Alpha Bank, a major Greek commercial bank, on the €32 million financing of a wholly owned Greek subsidiary of Valorem, a French renewable energy company active across Europe and internationally, for the construction of a 27 MW wind project in the Kozani region, northwestern Greece.

Acted for PPC Renewables on various issues relating to the acquisition of a 210 MWp solar PV project under development in Romania from Mytilineos Group. Advice also extended to the review and negotiation of all key project agreements (e.g., EPC and O&M agreements).

Assisted one of Europe’s largest asset managers on its bid for the acquisition of a significant minority interest in a Greek subsidiary of a major global renewable energy developer, which owns a 25 MW operating wind farm and the rights for the development of another 42 MW wind project, both located on the island of Evia, Greece.

Advised an international construction company on various matters relating to the licensing and development of a 200 MWp solar PV project in central Greece, including advice on key project documentation such as EPC, O&M, and grid connection agreements.

Advised an international renewable energy company on the acquisition of a 106 MWp solar PV projects portfolio under development in the Thessaly and Kilkis regions of Greece. The advice also covered the drafting and negotiation of key project agreements, including EPC and O&M contracts.

Advised IDEA Investments, a Greek solar PV projects developer, on the successful sale of a 460 MWp solar PV projects portfolio under development in various locations across central and northern Greece to an EU listed renewable energy company.

Assisted PPC Renewables within the framework of its successful negotiations with RWE Renewables for the setting up of a joint venture for the development, construction, and commercial operation of a 2 GWp solar PV projects portfolio under development in Greece.

Advised a major international construction company on the drafting and negotiation of all agreements for the engineering, procurement, construction, operation, maintenance, and asset management of a 300 MWp solar PV projects portfolio owned by various Energy Communities in various locations across north and central Greece.

Advised Elpedison, one of the largest independent power producers and power suppliers in Greece, on the acquisition of a 130 MW wind projects portfolio under development in various locations across Greece.

Advised PPC Renewables on its negotiations with Cantreva, a Greek renewable energy developer, for the finalisation of all main project agreements relating to the joint development, construction, commercial operation, maintenance, and management of a 2.1 GWp solar PV projects portfolio under development in various locations across central and northern Greece.

Advised a global fund manager on its deliberations with the Greek authorities (Ministry of Environment and Energy) for the adoption of a regulatory framework enabling the development of offshore wind projects in Greece, as well as on the drafting of policy notes and legislative proposals towards the Greek authorities.

Assisted the Greek energy regulator (RAAEY) and the Ministry of Environment and Energy in relation to the transfer of the ownership and operation of the high-voltage grid infrastructure facilities that are installed on the island of Crete from the Public Power Corporation and the Hellenic Distribution Network Operator to the Independent Power Transmission System Operator, as a result of the forthcoming, at the time, interconnection of the electricity system of the island of Crete with the national high-voltage grid under Law 4821/2021.

Advised PPC Renewables on the structuring and first stages of the financing of a 230 MWp solar PV projects portfolio under development in the depleted lignite mines of Public Power Corporation in the Kozani region, Greece.

Assisted the Greek energy regulator (RAAEY) on the formulation of a regulatory framework for the simplification of the process for the award of production licences to renewable energy projects (i.e., Law 4685/2020).

Advised National Bank of Greece, a leading Greek commercial bank, on the financing of a floating LNG import terminal (FSRU) located offshore the port of Alexandroupolis in the northern Aegean Sea.

Advised a major European alternative investment management company on the acquisition of a majority shareholding in two Greek companies owning a portfolio of operating wind assets totalling 82.25 MW.

Advised juwi, a major international solar PV power developer and EPC contractor, on the process for the sale of a 204 MWp bifacial solar PV projects portfolio under development in Kozani, Greece to Hellenic Petroleum Renewables. Advice also extended to the drafting and negotiation of the main project agreements (EPC, O&M).

Advised the Hellenic Republic (Ministry of Environment and Energy) within the framework of its proposal submitted to the country’s institutional lenders for the full ownership unbundling of ADMIE (the Greek transmission system operator), owner and operator of the national high voltage grid, from PPC and the sale of a minority interest to the State Grid Corp. of China.

Advised Eurobank and Alpha Bank on the €202 million non-recourse refinancing of seven operating solar PV parks and five operating wind farms totalling 162.4 MW, owned by Greek subsidiaries of Total Eren.

Advised Eurobank, Alpha Bank, and National Bank of Greece on the financing of the landmark 73.20 MW wind project developed by Terna Energy on the islet of Agios Georgios, offshore the Athens metropolitan area.
