Julia is a qualified attorney and has extensive experience in aviation and new transportation technologies such as unmanned aircraft systems, advanced air mobility (including eVTOLs and drones) and commercial space. Julia spent several years at the U.S. Department of Transportation in its Federal Aviation Administration. In her role, Julia advised on key policy issues relating to aviation and the national airspace system, especially its regulations governing commercial operations.

Julia has a demonstrated commitment to tackling emerging aviation issues. She has experience in the licensing of commercial space operations and unmanned aircraft systems, as well as an in-depth understanding of their evolving regulatory landscape. Her commitment to aviation and technological development is also demonstrated by her experience at the intersection of aviation and radiofrequency use. She has a detailed knowledge of radiofrequency use and management, especially as it relates to federal and commercial radiofrequency sharing, as regulated by the U.S. National Telecommunications and Information Administration (NTIA) and the Federal Communications Commission (FCC).

Julia graduated magna cum laude from the University of Minnesota Law School, where she served as an editor of the Minnesota Journal of International Law. Upon graduation, Julia served as a senior law clerk in Minnesota’s Fourth Judicial District. Subsequently, Julia served in the Wisconsin Court of Appeals and as an attorney for the state legislative council. As a legislative attorney, Julia advised clients on transportation and telecommunications issues.
