Minas is a counsel in the Global Corporate Group in Athens.

His main areas of practice are energy and utilities (power, oil and gas), infrastructure projects, renewable energies, natural resources and environment. Minas advises on electricity, oil and gas sector regulatory matters; privatizations; concessions and infrastructure and energy project development; procurement and construction; and power purchase and gas supply agreements. Advised a Greek solar PV projects developer on the successful sale of a 460 MWp solar PV projects portfolio under development in various locations across central and north Greece to an international renewable energy company.

Advised PPC Renewables, a wholly owned subsidiary of PPC, on the financing of a 230 MWp solar PV projects portfolio under development in northern Greece.

Assisted PPC Renewables in its negotiations with RWE Renewables for the setting up of a joint venture for the development, construction and commercial operation of a 2 GWp solar PV projects portfolio under development in Greece.

Representative Experience

Advised PPC Renewables, a wholly owned subsidiary of PPC, on the financing of a 230 MWp solar PV projects portfolio under development in northern Greece.

Advised the Hellenic Republic (Ministry of Environment and Energy) on the implementation of the structural measures agreed with the European Commission for the further opening up of the Greek wholesale electricity market though the divestment of around 40 per cent of the lignite-fired power generation capacity owned by Public Power Corporation S.A. (PPC).

Advised the Hellenic Republic (Ministry of Environment and Energy), within the framework of its proposal submitted to the country’s institutional lenders for the full ownership unbundling of ADMIE (the Greek transmission system operator), owner and operator of the national high voltage grid, from PPC and the sale of a minority interest to State Grid Corp. of China.

Advised a major European alternative investment management company on the acquisition of a majority shareholding in two Greek companies owning a portfolio of three operating wind farms totalling 82.25 MW.

Advised juwi, a major international solar PV power developer and EPC contractor, on the sale and the EPC and O&M contracting of a 204 MWp solar PV projects portfolio in north-west Greece.

Assisted the Greek energy regulator (RAE) on the formulation of a regulatory framework for the simplification of the process for the award of production licences to renewable energy projects.

Advised a major Greek commercial bank on the financing of an LNG floating storage and regasification unit (FSRU) in the north Aegean Sea.

Advised Terna Energy, the largest Greek renewable power producer, on the financing of a 330 MW wind projects portfolio under development on the island of Evia, Greece.

Advised Eurobank and Alpha Bank on the refinancing of seven operating solar PV parks and five operating wind farms totalling 162.4 MW, owned by Greek subsidiaries of Total Eren.

Advised Eurobank, Alpha Bank and National Bank of Greece on the financing and the refinancing of the landmark 73.20 MW semi-offshore wind project developed by Terna Energy on the islet of Agios Georgios, offshore the Athens metropolitan area.

Advised European Investment Bank (EIB) and Eurobank on the financing of three wind parks of Terna Energy totalling 48.6 MW in Viotia, Greece.
