Massachusetts has adopted market-based sourcing and throwout for tax years beginning after January 1, 2014. Today, the Department of Revenue released its final regulations implementing the market sourcing and throwout rules. The regulations are voluminous, highly technical, and contain provisions that may restrict a taxpayer’s ability to file amended returns or change their sourcing methodology in future years, so getting things right on the initial return is vital.
