Withstanding serious competition from major UK and US firms, International law firm Reed Smith LLP was successful in winning the legal work on a major oil refinery and a co-generation power project being developed by Regional Cooperative Petroleum Refinery Inc. (RCPRI) in Sri Lanka. RCPRI is a consortium of a leading local developer and some major international contractors/investors. The project is one of the largest infrastructure/commercial projects in the Indian-Sub Continent with a capacity to refine 200,000 barrels per day. The project is expected to cost approx $2.3 billion to complete and is forecast to contribute as much as 11% of the total GDP of Sri Lanka.

Tim Foster, UK Managing Partner commented, "We are absolutely delighted to have been successful in winning this work. With the recent hire of several leading project finance lawyers in the UK and in the US, the opportunity to demonstrate our high-class transatlantic infrastructure project finance capabilities couldn’t have come at a better time. Led by recently appointed UK Projects Partner, Vinay Ganga, who also heads up our UK based India team, we were up against stiff competition so it’s great news we’ve been selected."

Vinay Ganga, UK Projects Partner added, "This project win illustrates Reed Smith’s strong connections and excellent reputation in the Asian market-place. With the increasing demand and volatility in the crude oil and refined products market globally, it will be a challenge to structure the off-take for the project which forms the cornerstone for financing. The project could prove illustrative for commercial and political risk management on large-scale projects. Winning this project announces the strength of our international projects practice and will keep Reed Smith in reckoning for major infrastructure projects around the world".

Reed Smith’s core team working on the project will combine members of our transatlantic Project Finance Group, headed up by Vinay Ganga (UK based Partner) and Sanjoy Bose (US based Partner).
