Armstrong Halber has extensive experience defending employers before federal and state courts and administrative agencies in matters involving Title VII, the Americans with Disabilities Act (ADA), the Age Discrimination in Employment Act (ADEA), the Family and Medical Leave Act (FMLA), and the Fair Labor Standards Act (FLSA), with particular experience in class and collective actions. Armstrong Halber also represents employers before the National Labor Relations Board (NLRB), defends clients in grievance arbitrations, provides labor relations counseling, and formulates comprehensive and strategic union avoidance tactics. Armstrong Halber was one of the lead attorneys in the PCC Structurals case, 365 NLRB No. 160 (2017), in which the NLRB overturned Specialty Healthcare, 357 NLRB No. 83 (2011).

She received her bachelor’s degree from the University of Pennsylvania, Wharton School of Business in 1991, her J.D. from Temple University, Beasley School of Law in 1997, and an Executive MBA from Temple University, Fox School of Business in 2019. In addition to various community activities, Armstrong Halber is an Adjunct Professor at Temple University Beasley School of Law and serves as a mediator in the Equal Employment Opportunity Commission’s (EEOC) Alternate Dispute Resolution program.
