The 2022 Trailblazers South feature recognizes professionals in the southern United States who have “moved the needle in law” and served as “agents of change” in the region.

Honorable features in the October/November 2022 edition, which discusses her thought leadership in domestic and international energy markets and her work helping shape 21st-century energy policy in the U.S., and the beginnings of her career in Arkansas.

In 2007, Honorable was appointed to the Arkansas Public Service Commission (PSC), which she went on to chair from 2011 to 2015. Previously, she served as chief of staff to the Arkansas Attorney General and as a member of the governor’s cabinet as executive director of the Arkansas Workforce Investment Board.

As chair of the PSC, Honorable was charged with ensuring safe, reliable and affordable retail electric service. During her tenure, Arkansas led the South and Southeast in comprehensive energy efficiency programs, modernized its net metering rules, and its electric rates were consistently among the lowest in the nation.

President Barack Obama then appointed Honorable to be a commissioner at the Federal Energy Regulatory Commission (FERC), for which she was confirmed unanimously, and served from January 2015 until her term expired in June 2017.

At FERC, Honorable focused on reliability oversight of the bulk power system, cyber and physical security, oversight of wholesale markets, transmission planning and cost allocation in regional transmission organizations, gas-electric coordination, renewables integration, energy storage integration and valuation, ratemaking, infrastructure development and enforcement matters.
