An experienced health care attorney and the managing partner of our Washington, D.C. office, Lesley assists numerous clients with some of their most complicated, contentious, and high-profile litigation and regulatory matters.

Lesley has helped hospitals, medical and DMEPOS suppliers, pharmaceutical companies, medical device manufacturers, inpatient rehabilitation facilities, skilled nursing facilities, LTACHs, hospices, medical schools, and other health care entities navigate the highly regulated health care industry while under significant scrutiny from the U.S. government and other parties. To aptly advise her clients on these often sensitive issues, Lesley brings her in-depth understanding of the complex regulatory environment and extensive experience in administrative state and federal litigation, including litigation involving the Administrative Procedure Act. She has also handled numerous payment appeals and disputes through the administrative agencies and federal court. Through her practice, Lesley has worked extensively on class action and antitrust issues affecting health care clients.

Representative matters

Represented academic medical centers, hospitals and health centers in federal and state investigations regarding inpatient and outpatient status coding, unbundling, teaching physician billing rules, and implantation of non-FDA approved medical devices.
Represented pharmaceutical and medical device manufacturers in government investigations and qui tam litigation involving alleged off-label promotion, relationships with physicians, charitable contributions and disclosures to the FDA.
Representation of Medicare providers, suppliers, and Medicare Advantage Organizations in appeals through the administrative agency appeal system and federal court challenges.
