Scot is co-chair of Reed Smith’s global Life Sciences Health Industry Group and a trusted advisor to leading health care companies and investors. He brings decades of experience navigating complex regulatory frameworks, defending high-stakes government investigations and litigation, and structuring sophisticated transactions and innovative business arrangements across the health care ecosystem. Clients rely on his pragmatic judgment, strategic advocacy, and business-minded problem solving in matters where legal risk, operational demands, and market realities intersect.
Based in Washington, D.C., Scot’s practice centers on federal and state health care regulatory and policy issues. He has deep experience with False Claims Act defense, internal and government investigations, and compliance with the Anti-Kickback Statute, the physician self-referral (Stark) law, and related state laws. He has negotiated numerous government settlements and corporate integrity agreements, including some of the most significant resolutions in recent decades.
Scot counsels a broad spectrum of health care stakeholders, including post-acute providers, large retail pharmacies, manufacturers, managed care organizations, digital health companies, outpatient rehabilitation providers, optometry and dental platforms, and investors – particularly private equity. He also advises on regulatory due diligence for mergers and acquisitions and other transactions, helping clients evaluate and mitigate risk while advancing strategic objectives.
