On January 8, 2018, the Federal Energy Regulatory Commission (Commission) issued an order terminating its review of the Department of Energy’s Notice of Proposed Rulemaking on Grid Reliability and Resilience Pricing. However, the Commission simultaneously instituted a new proceeding in Docket No. AD18-7-000 to analyze grid resilience in the context of Regional Transmission Organizations (RTOs) and Independent System Operators (ISOs). The proceeding, Grid Resilience in Regional Transmission Organizations and Independent System Operators, directs RTOs and ISOs to respond to the questions about grid resilience presented in the Commission’s order within 60 days of its issuance. Interested entities are also invited to submit reply comments within 30 days of the RTO and ISO responses. The Commission appears to be intent on taking a broader yet more deliberate and structured inquiry into the nature of grid resiliency.

In a unanimous order issued January 8, 2018, the Federal Energy Regulatory Commission (Commission) ended further consideration of the Department of Energy’s (DOE) controversial Notice of Proposed Rulemaking on Grid Reliability and Resilience Pricing (NOPR) in Docket No. RM18-1-000. Nonetheless, the Commission pledged to continue its inquiry into grid resiliency, albeit on different terms than previously set out in the NOPR.
